Asbestos was once widely used in manufacturing and construction due to its strength, sound absorption, and resistance to heat, chemicals, and electricity. Today, however, it is well known that prolonged exposure to asbestos fibres can cause serious illness. There is no safe level of exposure. According to Safe Work Australia, a property is only considered safe if airborne asbestos levels are below 0.01 fibres per millilitre.
NSW Government Testing Initiatives
In 2016, NSW Fair Trading offered free asbestos testing for eligible strata schemes. While registrations closed on 31 October 2016, those who registered had until 31 March 2017 to submit their forms. Strata schemes that missed the deadline can still arrange testing at their own expense through licensed asbestos assessors listed with SafeWork NSW.
How Testing Works
Testing involves collecting samples of ceiling insulation from various areas in the roof cavity. These are then sent to an accredited laboratory, with results typically issued within 60 days.
What Happens if Asbestos is Detected?
If loose-fill asbestos is found, a technical assessment must be carried out. This assessment will:
- Identify exposure pathways and potential health risks
- Measure air quality for airborne asbestos fibres
- Determine the level and concentration of asbestos
If the assessment confirms a serious health risk, the property may qualify for the NSW Government’s Voluntary Purchase and Demolition program. Eligible owners could receive:
- Stamp duty concessions
- Funding for relocation expenses
- Support for counselling, independent legal advice, and replacement of soft furnishings
Health & Safety Measures
Properties confirmed with loose-fill asbestos are placed on the Public Register and tagged with a government-approved label on the electrical meter box. This ensures the safety of tradespeople and maintenance workers. Once the property is demolished and the land remediated, it is removed from the Public Register.
